If I set root tag <Orders version="1.0">, I see closing </Orders version="1.0">

Don't use "Root tag" in this case!

Please, open tab "XML"and set following configuration

Prepend XML = <Orders version="1.0">
Root tag = [empty]
Append XML = </Orders>
