This plugin tracks customer activity , so you should use following way
1. Visit >WooCommerce>Phone Orders, tab Settings>Checkout at frontend and mark "Show Goto Checkout" .
2. Switch to tab "Add Order" and use button "Goto Checkout" instead of "Create Order".
